Base effort includes an application shell, navigation, basic tests and handover setup. Multiply client scope by 1 / 1.3 / 2 for web / mobile / both. Add shared scope once. Effort hours are not a delivery schedule.
Always included
HTTPS, input validation, appropriate access controls, secret protection and error handling are baseline requirements, not optional paid extras.
Assumptions & exclusions
One product, standard workflows, available data and documented APIs. Excludes tax, hosting, service fees, content, large migrations, compliance reviews and specialist security tests. AI needs data, quality, privacy and model-cost validation. AI outcomes are not guaranteed.
